Who We Are?

The basics

What is a Parish Council?

A Parish Council is a small Local Authority. Its Councillors are elected for four years. It is community based and the most accessible tier of Local Government.
Radcliffe-on-Trent Parish is made up of two wards, Manvers and Trent, which in total cover 2,102 acres.

What does a Parish Council do?

A Parish Council plays a hands‑on role in supporting the local community, representing residents, and helping shape the character of the area. It looks after a range of parish assets, from open spaces and playparks to community facilities, and even local amenities such as public car parks and public toilets.

What else does it do?

The Parish Council responds to and comments on planning applications, structure plans, and government discussion documents.
It comments on all planning applications in the parish; Rushcliffe Borough Council then makes the final decision, taking into account the Parish Council’s views.

How much do Parish Councils cost?

Parish Councils are generally the most un-bureaucratic and cheapest kind of local authority. They get no general government grant so raise the majority of the income from a precept, a tax that the electors pay as part of their council tax. As of 2024 census, Radcliffe-on-Trent Parish Council had 7980 electors and each pays a little towards the cost.

How many Councillors are on the Parish Council?

This Parish Council has 18 members who try to ensure that the views of the community are taken into account by the various authorities, agencies and organisations that make legislation and take decisions on services and issues effecting the community.

How are we structured?

This Parish Council currently has 2 committees:  Human Resources (HR),  and Finance and General Purposes (F&GP). Each committee is led by a Chair and Vice-chair.

The HR committee has a maximum of 6 members and deals with all staffing matters. It publishes its meeting dates but many items discussed often exclude the public as they deal with confidential information.

The F&GP committee has all members of the council on it and deals with all finance related matters. For transparency, all council members are part of this committee and topics are generally discussed during full council meetings, and at times in separate working group sessions in preparation for full council review and decision.

In addition, the Parish Council also has Portfolios for the following topics: Planning applications, Assets (all lands, buildings and other significant assets).

These portfolios are lead by a Lead and Vice-Lead. These groups don’t have formal terms of reference or power to spend money or make rules on their own. They are designed to help coordinate specific topics or projects, help organise the relevant workshops and keep things moving, also writing a one-page brief for full council meetings so everyone understands the project before they vote.
